Please remember I am a newbee while you read this question.

I just bought this 69 Valiant and was just going through doing a tune up when after some googling I think it is the vacuum distributor hose? Its from my carb to my distributor. I just wanted to make sure it was free from anything that might block it and a bee bee was wedged in the hose???

I would appreciate any help because I have no idea why it's there but that doesn't mean it shouldn't be!

It shouldn't be there. That's the hose for the vacuum acvance mechanism on your distributor. The BB would cause it to not function. I can think of a couple of reasons why somebody would put it there but, unless you have a really high performance car, I'd leave it out.
 
The PO may have put that in there to make it look like the Vacuum advance is hooked up and working but in fact you have a full centrifugal advance.
 
All kidding aside, I have seen people do that when the vacuum can on the distributor goes bad. Simple to test.
 

I stuck a golf tee in mine vac hose tonight. It was running rough and ran better with the vac line plugged. I must have a bad vac advance diaphram.
