Insulation behind sail panels, or not?

I am about to install the sail panels on my '72 Swinger. They are the original vinyl over cardboard. Is there supposed to be an insulation pad behind them, or do they just fasten to the body with the nylon trim retainers? Nothing's coming up when I look in the usual sites that have headliner and body insulation...

When I took my sail panels of (72 swinger) I found nothing to indicate any insulation ever being there.
