No, check out lunar modules from the 60's and 70's. The American flag was displayed in almost every which way but up side down.

One of my buddies was telling me a story about one of the kids who was in the same taekwondo class as his kids
Somehow his parents managed to sew THE AMERICAN FLAG UPSIDE DOWN on this kids uniform
Well, wouldn't you know own it, one of the guys in the audience was a veteran...he ripped them a new one
(Come to think of it, at that point it became pretty appropriate for the kid to fly a distress signal)
