Lifters not bleeding down

Sounds to me that you need a valve job to adjust the valve height. They should all be the same.
The valve springs look to be the same, I haven't measured the installed height though. Or checked for shims under the springs. Could I just have .050" knocked off the tops of the exhaust valves?
 

Installed height= not of the spring but of the valve. The tops of the valve stems should all be the same height. The valves need to be removed and the ends ground. Then when assembled, measure for the correct length pushrods. At this point you are trying to correct a valve job that was done poorly. There shouldn't be .050" difference in the heigths.
 
So when I see exhaust valves advertised as +.050, is that to compensate for hardened seats being installed, or some such?
