locked seat belts?

The seat belts in my 74 dart do not work very well. One rolls out if you do it slowly and the other locks up on the wall roller no matter what. I've taken it off the wall and played with it for a couple hours and it still has me stumped. Any ideas?

Also learned the hard way that the plastic cover on the side that says do not remove...is there for a reason. That was a fun job rolling that spring back up...
