On my 1967 barracuda, I replaced the headlights and the foot dimmer switch in the process of freshening up this survivor car. I bought correct sealed beam lights from NAPA.
I now have both headlights on high beam, but in low beam the drivers side is out.
Is this a light issue with the new light, or is there another reason that the high beam would work but the low doesn’t?

I'd start by putting back on the parts you took off. New isn't always good. Sad but that's the way it is now.
Check the connectors while doing so. One of the terminals may have backed out.

PS. The correct original lamps haven't been made since the early 1970s. If you want original place a wanted ad here and someone should have. They'd be number 6012 headlights made by GE, Tung-Sol, or Westinghouse. They'll be a big number 2 molded into the glass.

It can be difficult to tell them apart from 6014 which came into use a few years later and have slightly higher wattage

I think I'd start by checking power and ground at the driver's side headlight connector, lights on and on dim. You may have gotten a bad bulb.

Or bad connector. Headlight connector
