US-made, LOLnope. They're Chinese trinkets sold with baldfaced lies. Every bit of it is unsafe, fraudulent, pathetic, fall-apart junk. There are enough good, legitimate options across a wide enough price/technology/feature/appearance range that there's no good reason to mess with shìt like this.

I'm not on there, but CP Forums has some sharp, well-informed minds on it. Pay attention to the dates on the threads, though; that one you linked is 5 years old, and stuff changes.

Yep! No guarantee, but this marking has "Fraud/Fake" written all over it. It's kind of a dog's-breakfast mashup of incomplete bits from several different markings. DOT SAE doesn't mean anything by itself. Neither does (E9). This would be sort of like a $20 bill that just had $ and USA in the corners and didn't actually say "20" anywhere.
