Multiple Popped Welds Under Hood

Some automobile companies don't even weld quarter panels on no more they use 3M panel Bond
 
I'd use a polyurethane glue/caulk. Varies from spongy Dow foam to thicker PL1 construction adhesive. Gorilla Glue is in-between, foaming somewhat. All foam a bit and stay flexible. With no bubbles, it is polyurethane varnish, but that is too stiff. Cheaper in the large caulk tubes. One difficulty is that once you start the PL1 caulk, it keeps coming out for a time after you release the plunger. Not a problem if doing a large area, and less as the caulk tube gets used up. As tenacious as the mastic tape used to seal roofs and ducting.
 

I ended up using a 3M expanding foam which is used in the auto manufacturing industry for "anti-flutter" which I think was my goal.
It gets a little messy because it simply will not stop flowing out of the applicator gun once you start using it and then within 10 seconds the nozzle is plugged. It seems to have done the trick and most of it will be hidden after I install the insulator pad under the hood.

That will work I recall there was foam from factory you figure if you weld it youll burn your paint at every weld etc.
