no dash lights

Got a 67 Barracuda I purchased from California. the fuel gauge works (kinda) and the Alt gauge works (sorta). the Oil and Temp are located under the dash (aftermarket). I have no dash lights at all anywhere. No turn signal indicator dash lights. no power to the cigarette lighter. Looks like the dash assembly was taken out and painted at one time. Is there a ground wire that is not hooked up somewhere?
 
The instrument panel is chassis grounded via the mounting hardware, just like most everything else on these cars. Adding a dedicated ground wire is recommended.
Even if the inst' panel isn't grounded and/or all 4 of the illumination bulbs were bad, you should still have illumination at radio dial and shift indicator. Maybe just a blown fuse. Maybe all these bulbs are bad including the signal indicators.
 
Check for power at the inst. fuse in the fuse panel. The tail lights have to work FIRST. The power for the inst. fuse comes OUT of the dimmer control and goes TO the inst fuse, then off to the dimmer controlled lamps. As Red said, there are other lamps, the heater bezel, radio, shift quadrant, etc, depending on options.
