I certainly hope so. In the '80's that was not the case. Back then I was just learning HVAC/ R, and an outfit doing a supermarket upgrade suffered a loss of new copper pipe. The thieves not only stole and sold it, they ruined it for any other use. I'm guessing they threw it into the trunk of their car, because they took new 20 ft lengths of copper and mashed and bend them into short lengths.

Some local Spokane recycler took that all in----no questions asked!!!
 
The tweekers hit historic railroad equipment in the Portland area. OR and WA scrap buyers have been paying more attention and have waiting periods before scrap sellers can get paid. Even if the slimeballs get caught, the damage way outweighs the scrap value.
 
Very true. Heard on "thee news" last night that someone has offered a cash reward, evidently a private donation. There's evidently as much as 2 grand reward as I understood the (damn poor) news "story."

Unfortunately it's as easy as-get caught, say you're sorry, pay a fine, get back to a good drug habit in the same weekend. The answer needs to be-make new plaques, repair any damage, figure the cost to replace then make the slimeballs do humiliating community service until the debt is paid. Make 'em wear a shirt that says " I have no respect for the military" and then shovel snow at the VA clinic.
