Question: Are these parts required to mount the grill 67 Cuda

When I got my body shell, these parts were not there,

Yes those are 67 only inner grillle surrounds supports.

The two L brackets are 67 only too.

Those are members of the 67 grille assemblies. They shouldn't be separate brackets as shown unless the grilles were taken apart for restore/broken stud repair.
