how do i remove rally dash on 1970 swinger for repacement

The R&R procedure is found in factory service manuals which are free downloads.
If I try to type out instructions it would be how I do it and I might omit a step or detail. Other members will often offer their method to the madness. That might include removing seat(s). Factory service manual does not.

Are you asking about the entire metal frame, or just the gauge cluster?

Step 1 is to disconnect the battery
