You can probably buy a used one for way less than a restore on yours. Got to find a good used one though.

D&M restoration in Greenville SC. I had some work done on a Rallye dash, had it back in about 4 weeks

I dont see and rust. You probably haven't tried to bring it back with a dremel buffer since the needle hasn't been removed. Ask how before attempting to remove that needle.
Premium dash decals is another option.
