rebuild brakes on 74 scamp

I have just finished a front suspension rebuild on my 74 Scamp. The new rotors and bearings will arrive in a few days and I can start brake assembly When I was disassembling the rotors, there was a thin piece of styrofoam under the backing plate...my question is what is its purpose and is it necessary??? Thanks
 
Are you talking about drum brakes? Must be a slant in 1974. I just cut a new gasket out of the similar-looking white foam bag that comes in electronics boxes. Woven polyester sheet would probably work too.

They are also on disc brake cars.
