Recommendations for talented technician for reconditioning instrument panel

Help Guys! Speedometer went south and need recommendations for great, reasonably fair [not lookin for cheap, as that doesn't usually work] priced technician to redo it. Had it done a couple 4 yrs ago from a guy in the Midwest whom I wouldn't use again simply because his work hasn't held up. And heck, it's not like the car gets driven every day, 12,000 miles per year. I'm in the East, so hope there are enough guys this side of country without going too far! Thank you!
