Remounting 73 Dart Front Bumper

I have a '73 Dart Swinger with the massive federally-mandated front bumper. Looks horrible. Saw pix of another '73 online the other day, and the front bumper had been remounted closer to the body, which gave it a much sleeker appearance (as sleek as a '73 can be...); anyone know of an easy way to do this, or is it simply a matter of drilling new holes in the frame?
 
I wouldn't just drill holes in the unibody frame. The factory mounting holes have nuts captured on welded on the inside of the frame. I would look at shortening your bumper brackets or drilling new holes in them if there is enough room where the brackets meet.
 
usually it involves removing the plastic bumper filler then cutting and sucking in the bumper and having it re chromed alot of work as farr as I know
