If you're on Windows, go to Microsoft PowerToys and download "Image Resizer". Its a breeze to use

It is very likely that you already have the software on your computer needed. MS paint is the very basic, any camera you have will have software with the camera, and depending on who manufactured your computer, it's likely it came with some sort of photo software
