Rocker molding installation help

Looking for instructions or advice to install my 2" rocker pannel molding. i have the plastic clips. Do I need to pre drill holes for the clips? There is several holes in the rocker but the holes seem to large.

What year and what car. My 67 Dart has large holes for large metal clips (no plastic clips).
