rust removal

What would you recommend to remove rust from a set of steel wheels. Sand blast or what. I know navel jelly and stuff works well, but just looking for ideas.

I took a set of rallye wheels and had them sandblasted. Came out looking pretty good. Couple of coats of primer and then two top coats and they looked like new. No muss, no fuss. My guy charged me forty dollars and it took less than a hour.
