Any ideas on how to clean up this eyesore?

The cap is relitivly easy, soak in your rust remover of choice. Then clear matte for protection.
The MC is more complicated unless you remove it from the car. But you could wire wheel it on car and then seal with matte clear.

If you remove or replace the MC lap the top rail for peace of mind.u
