I understand what you are saying. The booster that was faulty was theoretically new, but had been stored for at least 7 years by the previous owner. Dry rotted or perhaps dirt/debris got in it.
With the vacuum pump in place and the new booster unit in, I pulled 21 inches of pressure and it held solid overnight when I tested it.
