starter pinion not engaging

the starter now always spins when turning the key. Just does not engage the flywheel. I took it all apart AGAIN.
Looks like only the outer 1/3 - 1/2 of the pinion gear ever contacted the ring gear.
The pinion has 10 teeth.
The ring gear "looks" ok. No teeth missing.

Could the ring gear be installed backwards?? This has been an intermittent issue since I bought the car. Now it's a full time issue.
 
Is this a manual transmission or automatic? M/T has ring gear on the flywheel. Auto has it on the converter. No way to mount them backwards. If you replaced the starter, and it does the same thing, it is a worn ring gear. Do you see wear on the ring gear teeth when the starter is removed ? If so, you will need to replace the flywheel or convertor, depending on which you have.
 
You sure there isn't something "in the bell" that is holding the starter out? I don't know. I would think ring gear teeth that bad would be "obvious" as in worn away at a 45 etc
