Do they make a plate that blocks off the opening where the manual choke goes? Or, can I modify a choke to just plug that up?

I think 6 is the bracket to hold the two heater hoses in place.

Trying to search for images online, but everybody seems to show the drivers side, or the air cleaners, hoses and wires cover things up
Her father-in-law is from Vietnam and was a young child that had no parents and one of our soldiers adopted him and brought him to the States and raised him as his own son. He took his wife and kids back there to see what it was like after the war.

4 is manifold vacuum 6 is AC pump mount.
I thought number 3 was vacuum port
It's threaded top to bottom, but doesn't go anywhere.
