Tightness of Seat Belt Bolts?

Happy Friday. I was wondering if you bolt the seat belt brackets tightly to the floor, thread points, or if you allow for the bracket to swivel around the bolt. This is for a 4 door, 67 Valiant with Bench Seats and Lap Belts. I see from the Service Manual and Parts Book that ananti-rattle washer goes between the metal washer and bracket, so I started to wonder if things should be left 'slightly' loose. Any insights greatly appreciated!
 
Seat belts use "shoulder bolts". The belt bracket fits to the shoulder, so the bolt gets tightened all the way and the belt can still pivot.

The shoulder length varies, since some points get 2 belts attached to the bolt (center passenger position in the rear, for example). So any bolts you have with a shorter shoulder length would get used on the outer belt positions with a single strap and the longer ones go in the inner 2 positions with 2 straps.
 
Thanks folks. Much appreciated. That makes sense. I like the visual reference and explanation of the variants! I have the C11, one belt flavor, in the Signet. Does anyone use an addition rubber washer or something to reduce possible rattle and account for the extra tolerance still left between the belt bracket and metal washer?
 

The carpet cushions it on the bottom, and I see no reason a thin rubber or nylon washer couldn't be used on the top if needed.

I don't think the rear carpet quite reaches the location where the 4 holes are under the back seat. Do you think a piece of carpet or material should be placed under the bracket? It would help to eat up some of the shoulder height. It appear, although, that nothing was there originally.
