To mount, or NOT to mount, that is the question….

I have a ‘71 Duster that I’d like to install lap & shoulder retractable belts in my front bench seat. Car already has a new headliner, so I can’t tell if there’s an anchor mount on the interior roof. I took the car to a few shops that work on classic cars, and I have been told that not all Dusters in ‘71 had anchor mounts for shoulder belts. I’m not so certain of this answer. Does anyone know if all ‘71 Dusters came with an anchor mount on the interior roof for such an installation?
 
Front seat lap & shoulder belts were mandated by the DOT starting Jan. 1, 1968. All 71 Dusters should have a shoulder belt mounting point.

Many thanks! I suspected. Got the feeling some guys were just plain LAZY, and it wasn’t a big enough job for them.
 
The hole is approx 10 1/4 inches from the screw that holds the coat hook in the rear, and approx 2 inches above the door opening.
 
Find a "good" upholstery shop and have them take the headliner loose in the approximate area of the mounting points. They can most likely get you fixed up with the shoulder belt mounting. By a good upholstery shop, I'm talking about ones "well" versed in auto upholstery, not the fly by night minority owned and run shops.
 
To mount or not to mount. I had to make that decision about a girl in high school once.
