HYup,sorta.
But some kits eliminate the governor completely. If the tranny shifts normally from 2 to 3 when in drive, then the gov is fine. If it kicks down normally from D to 2, then the TV and line pressure are good.If reverse works, then the L/R band is fine.
At this point the VB has to come down to check the 1-2 shift circuit. My guess is the valve is stuck.
But if the tranny does not shift properly automatically from 2nd to drive when the selector is in drive, then check the governor pressure,as mentioned,first.
And if the KD does not function correctly, check to see if there is TV spring resistance, by disconnecting the little lever down by the tranny from the link-rod and pushing it all the way back. If you encounter spring pressure there resisting this operation, then it's probably ok. So then you know how to adjust the KD linkage up by the carb right? And the throttle cable is opening the butterflies all the way,right?
If yes and yes, and it no worky right, then the VB has to come down, after the gov is proven to be working.
