Tuff steering wheel... to restore or not to restore??

That grey looking stuff is actually silicone. I am going to try to peel it off this weekend and see if i can figure out why this guy did this. Actually the previous owner is running the local cruise ins now. So next time I see him I am going to ask him
 
after years of sitting in the sun, they dryrot and crack on top of the rim and people try to cover it up. also the padding comes away from the metal rim inside. one trick is to shoot super glue through a syringe into the pad next to the metal rim inside. you may be able to save it.
 
You could just simply grind all that crap off,and resurface the wheel with epoxy paste. Mold it and shape it un til it's close then elbow grease and grinding/sanding until it's right. A bit of black spray paint after the bondo stage and your done. Probably cost you less than $50 and you'll learn something in the process.
