Upper front shock bushing Question (68 Valiant)

First picture is Hardware that came with new front shocks. Second picture is the existing bushing in the vehicle. Do I need both? And if so is there a part # for the already on vehicle bushing. In the manual it looks just like the in vehicle bushing.
If you can understand my jibberish please respond :)

Typically, you cut off the worn out upper bushing, and replace it with the new one. If you are looking for a show car piece, I would look for a repro part
 
The "shoulder" on the new bushings goes in the hole in the inner fender one from beneath and the other from the top. Both with one of the washers on the outside of the bushing. Like a sandwich where the inner fender is in the middle. Hope that makes sense.
