voltage reducer

do the dash lights operate at 12 or 5 volts. I need to order the voltage reducer because the guages are not working, but was hooking the lights up and found the dash lights don't work. I thought they worked before but as usual, I could be wrong.

The dash lights get there power from a reostat in the headlight switch and a fuse marked instrument. Small 5 ? 7 ? 10 ? amp fuse. Panel needs to be grounded also.
