There's a small list of possibilities there, but usually if water is ending up in the vent box either the cowl is so full of crap that it can't drain water out fast enough or the cowl is rusted through.
Water goes down the vent grill up by the hood and runs down through a tub of sorts, and then out the side drains (between the fenders and the firewall) at each end of the firewall.
Make sure those are clear so it can drain off.

As far as rust goes you pretty much need to pull that vent box and take a look up in there.
There is a velocity stack looking inlet above the box that sticks up higher than the water level normally gets (with the drains clear)
If that raised section is rusted through, the water goes right into the vent box.

All kinds of crap collects down in that cowl where you can't see and when it collects it retains moisture and rusts through.
Some people even cut cleanout holes in the far ends of the firewall because of that exact problem.

In a previous thread the owner had stripped away all of the window washer hose parts.
The open screw hole where the 'F' hose fitting attaches allows water to run directly into that vent box. Most cases are a more troublesome fault/repair. Good luck
