Weird turn signal issue

Helping out on my nephews 74 dart. We've got all the lights working now except an odd issue with the left turn signal.
With the turn signal lever in the middle position, the left turn indicator is lit up in the instrument cluster but the actual turn signal bulb isn't. I can activate the turn signal by tapping down on the lever and releasing. This turns the turn signal bulb on and the dash indicator off. If I push the lever down, the bulb just stays lit. It doesn't blink. Right side functions as it should.

I know there are 2 flasher units. one for hazards and one for turn signals. The hazards work.

Could this be a bad signal flasher even if the right side is working? Or maybe it's the turn signal switch in the column? Here's a video

 
May be a bad signal bulb as in filaments crossed internally, socket problem (grounding, cross connect) Does all the cluster seem to operate OK, lamps, gauges, etc?

Pull the front bulb on that side and see if the problem with the indicator goes away

I will try puling the bulb. The temp gauge has an issue that I haven't dug into yet. I'm thinking it pegs to the right. I will have to look again. The rest of the cluster seems fine
 
I'm having similar issues the right indicator stays lit and flashes via the turn signal arm. Left side does nothing hazards work normally.
I'll keep my eye on this thread hoping for a solution.

From my experience any gauge that pegs to the right is grounded out. That how you tell if the gauge works

I tried pulling the bulb and trying the other parking light socket. Neither one changed the behavior.

I noticed if I turn the headlamp knob (to dim the dash backlighting) the turn signal indicator dims then goes off. Then if I activate the turn signal lever, the indicator comes on and off as expected (still doesn't blink though). Its like the left turn signal circuit is somehow crossed or connected to the back lighting circuit.
 
That last comment sounds like a grounding issue within the cluster.

It is always possible that a harness has been overheated from a short and wires cross connected/ melted, or that the harness has been pinched, etc

I will check the grounds. I know the interior of the car was painted with frame saver when the dash was out.
