Rubber bands are "anti-rattle" for the pads.

The following image shows the locations of the O-rings, or bands. The bands rest in the machined groove on the outer parts of the caliper adaptor and the machined way where the pad rides.

I always toss them in the trash. I can't imagine they stay where they're supposed to for very long - especially with shitty modern rubber.
