What are these loop tabs on my quarter panels?

Here's a photo of the loop of metal on the bottom of the original left quarter panel of my 74 Duster. Both sides have them. Does anyone know why these are here, or why they came like this from the factory? They're part of the sheet metal, definitely not strong enough to tie down the car for shipping purposes. ideas?

not sure outer part of the wheel well. Possibly fender skirts???? For the hook I have on my 74? Fishing here.

Maybe from Japan??? I don't think China made Mopars back then??
