Expansion reamer
Number 1 is a tool to use when you crimp the lead seal with your personal QA number. Usually used on braided wire. Anti tamper seal crimper.
I'm a thinkin' number 2 is a swaging crimper to swage a stop on cable or stainless wire, like safety wire.
Some kind of bushing installer
I would think when they wire tie and they lead seal it ...like they do to electric meter or water meter

That's an adjustable reamer/expansion reamer. It's missing the high speed steel blades that go in the slots/keyways, the blades go between the two threaded nuts and nest in the slot.
The depth of the keyways is tapered, that is to say the depth of the slot is deeper on one end of the reamer than it is on the other end. The blades have corresponding tapers on the back sides of them. So by adjusting the nuts up/down the shaft, the blades will ream a different sized hole depending on where they are located on the reamer body.

Used to create a flange for body seams.
Right again! Also punches holes for rivets or plug welds. I'm actually really excited to use this one.
I happy just to have a reach around any more
