That's an adjustable reamer/expansion reamer. It's missing the high speed steel blades that go in the slots/keyways, the blades go between the two threaded nuts and nest in the slot.
The depth of the keyways is tapered, that is to say the depth of the slot is deeper on one end of the reamer than it is on the other end. The blades have corresponding tapers on the back sides of them. So by adjusting the nuts up/down the shaft, the blades will ream a different sized hole depending on where they are located on the reamer body.

I'll keep a look out for the blades, although it wouldn't surprise me if they got repurposed.

My friend called them tuning forks and I asked him to tune what?
