There aer also version made out of vise grips. Then later you find out that its better to butt-weld in most cases..
But they can be handy when riveting together or resistance welding (spot weld)
I recently acquired this from a friend.
Not a clue, but I see what looks like a zip tie. So maybe that shaft "jacks" back and forth without the zip tie? Almost looks like an exhaust expander.
I cant believe it hasn't been identified by now. Ill let it roll.

It's a connecting rod splitter. When rods are resized and rod bolts are replaced, they are married together and difficult sometimes to get the caps off. That tool makes the job very easy.

Looks like a folding, pocket sized breaker points adjusting/ignition wrench with feeler gauge?
Most of the stuff I work on have cracked rods can only size them bigger
