What made the Scamp / Swingers special

For the 1969 model year, there were 2 & 4-door Valiant models.

For the 1970 Valiant line, the Valiant was 4-door only, with the Valiant Duster being the 2 door model.

That changed for the 1971 model year, they kept the 4-door & Duster but they also added the more traditional 2-door & called it Valiant Scamp.
 
I guess in the later A-body years, 75, 76
They did make the Valiant Brougham.
Two door hardtop but not a Scamp.

Old thread but I have a new question!!! Could the 71 Scamp be ordered with the bumblebee tailstripe?

No, bumblebee tailstripes were Dodge only - part of the "Scatpack".
Plymouth performance models were part of the "Rapid Transit".
