What's this part?

I got to a stopping point on my build. Doing some clean up I found this part stuck in a fold of a box under the old balancer. Yikes!@#$#$%!!!!
I see no mention of anything other than the timing chain cover, gasket, seal and balancer in any of my manuals. I've already installed the tc cover, water pump, oil pan and balancer.

With the keyway cut in the part it must go on the crank presumably inside the TC cover. So what is it? What's it do?

Thanks guys. Looks like I need to order some gaskets. Time for a redo. Man I hate doing things over. Glad I found it though. Would have never known any better if I hadn't checked the box before I tossed it.

If the engine is already together just leave it out . I have run engines without them with no negative effects . Besides you are most likely running a steel sprocket now not a plastic one . Which might be the reason they ran them from the factory.
 
2nd-ed or 3rd-ed or whatever.

bunches of mo-trees never came with them. don't worry and send it.
 
Im going to send it without the slinger. Part of my weight reduction plan. :p
