I notice that a lot of people refer to wheels as "rims". Why is that and is there a difference that I am not seeing?

And all these years Ive been calling an assembled tire and rim, a wheel! Like a semi-tractor wheel; which was/is an assembly, including the tire and the rim, and is bolted on to a hub.
So if I have a stock assy aired-up-ready to bolt onto a 68 Impala, what should I be calling it?

Yes. There are two parts to the wheel. The center, that bolts to the hub and the rim which is the outer ring that the tire installs on. This is very well documented on most any good wheel site. It's not an opinion, or up for debate. It's solid FACT. Those are the individual technical names of the wheel.
That said, wheels are for muscle cars. Rims are for ghetto hoopty garbage. Nuff said.

Wheel and rim are the SAME thing..different people call them by different names,just like a motor or an engine...
