I make those. Here is the description and a few pictures......

Rear trailer tie down brackets for most A, B, or E body vehicles (doesn’t fit the 7 ¼ rear axle). These piggyback onto the bottom of the stock shock plate mounting nuts and then 4 more nuts hold these tie down brackets on. You must have enough extra thread hanging down on the bottom of your U-bolts to fit the ¼” thick tie down bracket and another nut. No disassembly necessary, just slide the brackets over the extra thread on your U-bolts, install the included nuts, tighten them down and you’re done. Takes about 10 minutes to install. These eliminate all the hassles that come with using axle straps. Fits A, B, and E body cars with the standard shock plates like shown in the pictures. $60.00 per pair plus shipping. I also have these available for cars with CalTracs, same price. Made in the USA.

Are those a type of lock nut? No lock washers required?
 

Just put a dab of orange locktite on them. Won't come loose from vibration, but can still be broken loose in the future if needed

When I first started making these I included lock washers. The problem was people were installing them with not enough extra thread exposed on their u-bolts. I was seeing pictures of them installed with the threads not making it all the way through the nuts. 1/2" lock washers are fairly thick, I stopped including them so there would be maximum thread engagement through the nuts. I recommend cleaning off the threads of the u-bolts and putting a couple drops of loctite on before installation and I make it clear that the u-bolts must be long enough so the threads make it all the way through the nuts for the tie-down brackets.
