What are the benifits of a windage tray in the oil pan?

It prevents sloshing oil in the pan from being picked up by the crank causing drag and robbing power.
 
OE trays add 15 hp, when istalling one, use lock tight and open the trays windows up so the oil can exit it faster.
 
Are crank scrapers required for SB's? Is the kit from Mopar Performance (Part #P4529790) good?
 
You are confusing three seperate oil control parts:
Windage tray - Is placed near the crank, sperating the rotating assembly from the sump(oil pan). This keeps the breeze flying around the crank and rods from kicking up oil and trapping it or providing resistance to the crank while turning.
Crank scraper - Is actually fitted to the crank and rods so it is no further away than .100" and removes the oil that escapes from the bearings during normal operation. This prevents the oil from being trapped around the rotating assembly again, preventing parasitic losses from interference of the oil.
Pan baffles - Are part of the oil pan assembly and control the oil as it enters the sump and while it's there to keep the oil supply steady (keeps the pick up submerged).
All three allow less oil volume and lighter weight oils to be used, plus eliminate a huge source or parasitic drag from the crankcase.
