Its not aftermarket

Year make model but the black plastic housing tells me it's aftermarket, and the circuitry looks pretty complex for anything from early seventies.

Its off a 74 Scamp. There is a pentastar on it if you look closely

That is the seat belt interlock crap. On at least one year there is a reset device under the hood. It interrupts the yellow "start" wire when it trips. You need to jumper the two yellows together

Can it be by passed under the dash ? There are two plugs going to it with like 6-8 wires total.

You don't need to. All you need to do (if this is one of the years, 73? 74? is jumper the two yellows together permanently. You can remove the under-dash box.
