You don't need the other timing cover if you get the bolt on timing pointer and remark your balancer. However, if you are shooting for "correct parts" the '69 timing cover is a one year only part being the timing marks are cast in on the passenger's side. The '68 and earlier covers have no cast in marks just bolt on pointer.
I have a pale of parts from when I bought my 73 340 block. Also snapped some pics of the 318 that was OE to my 69 DART.
