Is overspray on cylinder head ok?

Make sure you flush out those pushrods . LOL. That paint should break down quickly. I'd get rid of what is feasible.
 
Almost looks like red lithium based chassis grease. Hi-Temp Valvoline Moly wheel bearing grease might be okay, but that may be a little iffy.

That, and the pushrods looking mismatched. And someone said earlier run it? I don't hardly think so. With the way it looks I would pull the heads, oil pan and inspect everything, oil pump too. The more that's been found wrong with just going by the photos, I think it's a painted over used engine. I think that I would replace everything.

yeah there's two or three that aren't uniformly polymerized, but given the rest of *waves hands broadly* this i wouldn't be terribly concerned. they're ball & cup on stock 273 adjustables, the chances of them being mismatched is small. very small.

From everything that I saw and read about the engine, I wouldn't start it without a closer inspection. I saw a couple of pushrods that looked crooked.

if i was still young, dumb, and broke i'd probably roll some dice-- mainly because i had infinite spare time due to my inability to get laid. but even then, i'd still at least clean off most of the paint, and probably check the cam & chain.

it's out, it's accessible, gaskets are cheap. peace of mind carries some weight, if not a monetary value. besides, what's another few days in the timeline. it's not like this thing needs to be on the road for work on monday.

I'm going to be honest here, I truly believe that it was never rebuilt, overhauled, what ever you want to call it. I would most likely tear it down and do a complete rebuild. What the op should do is to get his money back

The overspray on head and springs are pretty damn implanted not worried about that even if slowly broken down will be perfectly fine being baught and filtered through oil filters after several changes. adjustable rockers 273 are perfectly fine with 340 and the push rods are RP-3107 are for 273 OE adjustable rockers LA

Here is the engine info from the builder i got the whole setup for $4,500. I have pics and receipts that validated before i bought.

1973 340 block 10.5:1 compression ratio,bored 30 over forged pistons, forged rotating assembly from a 69 block 10/10 crank ,X heads fresh valve job with 530 lift springs. Lunati Voodoo cam part#10200703 494/513 268 /276 duration. Crower cam saver lifters part#66031X3-16, adjustable 273 rockers . Mopar distributor with new plugs and wires.
 
Update i decided to take down pushrods and rockers and clean them. The overspray on head and springs are pretty damn implanted not worried about that even if slowly broken down will be perfectly fine being baught and filtered through oil filters after several changes. adjustable rockers 273 are perfectly fine with 340 and the push rods are RP-3107 are for 273 OE adjustable rockers LA

Be careful when you replace the rocker shafts. The torque spec on the bolts is listed wrong in almost every single publication. It's only like 15LBFT but a lot of manuals list it as 30.

I believe those pushrods are too long. 273 is solid lifter and stock 273 pushrods are too long for hydraulic lifters.

Does anyone know what pushrods i need? That could of been a problem
 
Here is everything cleaned up i also backed out cylinder head bolts and retorqued them the proper way in case they were not right as well… as far as cam journals and cam and crank and crank journals i have to just assume they are all right and cross my fingers.
