I'm not sire how to continue. I tried California DMW to ask just questions but I could not go thru due to living outside US.I don't.know about the state that dart is in, but in california, NO, you can't search for an owner by the plate number, it's illegal.
And besides, o.p.is in Sweden, gonna be hard to get dmv help here.

I was thinking the indentation on a License Plate would be " The Tab " and the yearly sticker would be referenced as a " Tag".I know the rectangular metal alpha numeric thing that is afixed to the vehicle as a "license plate" and the month/year stickers as "tabs".


That involves someone from another country whose terminology is different and looking for help.

Hmmm Operator's License; Driver has license to legally operate any motor vehicle said license states on highways & byways.
Registration Plate; Vehicle is registered with the State/Commonwealth for license to be operated legally on highways & byways by a person possessing an Operators License. Many (PA being one of them) States/Commonwealths did away with Expiration Stickers or 'Tags' on the Registration Plates.
State Safety & Emissions/IM Certificates of Inspection; affixed Stickers or 'Tags' certify said Licensed Vehicle has passed State/Commonwealth standards as required.
The decision on what terminology to use is up to States/Commonwealths/(Provinces), & of course, unofficially.....slang by the user.
But never let an opportunity for a useless pissin' match go to waste......
