I have not looked into the plug, but in 68 the park lights still went off when you turned the headlights on. If you want both you can run a jumper wire on the switch to make them stay on.

bad bulb. The blinker (turn signal) interrupts the BRAKE light power to the bulb. if the bulb lights up with the head lights on that is a different filament in the same bulb. cheap and easy to prove if it is the issue. other answers are the turn signal switch, or the wiring to the bulb itself

If, with Key off, stepping on brake pedal changes the voltage in L8, I'd suspect the horn wires as they are always hot. If this only happens with the key on, then it could be turn signal wiring. Maybe time to isolate stuff. I would say start with disconnecting the brake switch, but I know it...

IMHO you are reading it wrong. The power to the cluster would come from the ignition switch. And the power to the ignition switch would come from the main splice from the alternator output. Things changed in the mid 70s so maybe I'm wrong Did some digging... Dk blue which feeds the field...
