    A 318 with flowmasters and enough cam to make 400 HP is not going to sound very stock... you wont fool anybody. The larger your displacement (stroker) the larger the cam you can use and still sound relatively stock. Larger displacement will also make more power without the need for a "big" camshaft

    Guy at the machine shop said not all 360's had them and that the cam retaining plate should seal that passage, he also said that even if oil leaked past the cam retaining plate that it would not noticeably affect oil pressure or oiling to the top end. I asked if it would hurt to install them...

    Almost forgot, you should be doing your timing checks withe vacuum advance disconnected/ capped. Does your timing continue to advance above 3000 rpm? if so you should consider lighter centrifugal advance springs to bring your total advance in sooner.

    Yes i am refering to the small angled "screw thread" grooves factory cut into the crank. I have used rope seals in the past on some GM stuff with good results but i would expect a modern rubber seal to work better as long as it wont be a problem with the crank grooves.
