The red wheel house liners started in '68 and i believe they were only on bcudas. Never heard or seen on a Dart. They are very rare to see on a '68. Think they were carried over into '69 and are even rarer to see on a '69! There is a code of J35 so someone might have added them to the car? But maybe this code wasn't put on the fender tag but only on the build sheet.....LOOK for the build sheet!!!!!!
As far as power steering cooler they came on B&E-bodies when a performance axle package was ordered like A31, A32, A33, A34. The steering cooler was part of the max cooling in these axle packages.
