(1) Can I pick-up power, for the electric fan, at the plus side of the coil, without problems ? -- (2) Is a 1.35 ohm ballast resistor ok to use with a pertronix electronic distributor / non MSD ? -- All on a 383 Mopar. -- Thanks

Absolutely NOT. You could pickup FAN RELAY TRIGGER power from the key side of the ballast, NOT the coil side.

No idea. Follow the recommendation of whatever coil you have and Pertronix. If you have a Mopar factory coil, I'd use a factory ballast
 
The ballast depends on the coil; some coils don't need a ballast. Look up your coil and see what is supposed to be done, or list the model here.

If you need a ballast for a Mopar, I would not use any but an OEM one, or at least and MSD 0.8 ohm ohm. The 1.35 ohm ballast is too high for the Mopar system; the stock was 0.5 to 0.6 ohms cold.
 

The 3 ohm coils do not use a ballast. The 1.5 ohm coil, like the common 40011, does use a ballast.
