They are, in a sense, because it is a ASE (*I think it's called) rating.
That means (For those who don't know) that the engine was dynoed with all the bolt on's, IE; P/S, Alt./ A/C running, etc.........

It is down a few HP from not having it all hooked up and being it is down on Compresion a bit as well. Not a big deal, still strong engines for the era. New smog laws and such.

how well will a set of headers help it?

i just cant wait to see how fast this car will be....
im used to FWD 4 cyl. cars, not a big 'ol V8
 
Give or take an added 15%, perhaps about 280 HP.
 
If you mill the heads for some compresion and add a 340 cam, you'll get about 300 HP easy. Swap a cam out for more. You could make 330 + HP while retaining a nice mello idle and high torque all around.
