67 barracuda wireing strap kit ?

Hi , not sure where one of the pices goes on my 67 barracuda for the wireing strap kit .it is the small pice in the kit

Horn/relay harness? I believe it attaches to the passenger side inner fender.

I don't think so — it's too small. Here is what mine looks like. My other 67 had the exact same clip, so I think it's factory. Your clip looks like it might go behind the dash — it would only hold a very small wire bundle, probably a single wire. And it would only take a small screw.

Never seen that clip on a 67 Barracuda, anywhere.
Maybe AC, I have never touched and AC Barracuda or Valiant
